Essentially, dormant plants are sleeping.  It's like our
sleep time.  We need to sleep to refresh and re-energize.  
Plants have the same need.  Blueberry plants need
various hours of sleep called "chill hours".  When a plant
is still in this sleep state, transplantation is less stressful
on the plant.  It wakes up in its new home and goes on like
nothing happened.  It doesn't skip a beat.
 
Live
plants, however, refers to the fact the plants have
already awakened and are putting out leaves and growing.
 When they are transplanted, they have to have an
adjustment period to put down roots and acclimate to the
new environment.  It essentially stops growing while in
this adjustment period.
